Serdang MP Dr Ong Kian Ming said it was unlikely that public universities would not suffer budget cuts as a result of the RM3.2 billion expenditure review announced on Tuesday. – The Malaysian Insider file pic, January 23, 2015.Will public universities suffer major budget cuts under the Budget 2015 revision while funds allocated to early childhood education programme Permata remain unaffected, DAP asked today.Serdang MP Dr Ong Kian Ming raised this issue following the prime minister's announcement on Tuesday that the largest expenditure review would involve RM3.2 billion in grants and transfers to statutory bodies, government-linked companies and government trust funds.Ong said in a statement today that as all public universities with the exception of International Islamic University were statutory bodies, they would be affected by this expenditure review.Datuk Seri Najib Razak on Tuesday announced an RM5.5 billion cut in the Budget 2015's RM223.4 billion government operating expenditure in view of falling global oil prices.According to the Economic Report 2014-2015, grants to statutory bodies from the operation expenditure were estimated at RM16.7 billion.In the Budget 2015 expenditure estimates, RM7.4 billion was allocated for the operational expenditure of 20 public universities, effectively making up 44% of the total RM16.7 billion allocated to statutory bodies.Ong said it was unlikely that public universities would not suffer budget cuts as a result of the RM3.2 billion expenditure review announced by the prime minister.“The question is, by how much?" he said.“It would be unfair for our public universities to suffer major budget cuts when other programmes and expenditure items such as the RM30.7 million allocated to Permata under the Prime Minister’s Department go unscathed," he added, referring to the early childhood education programme of which the prime minister’s wife Datin Seri Rosmah Mansor is patron.There are more than 120 statutory bodies at the federal level, at least 10 government trust funds and numerous GLCs, most of which receive at least some funding from the federal government.Ong added that Najib's failure to table the breakdown of his budget revision in Parliament could mean that affected parties such as statutory bodies, GLCs and trust funds did not know whether they were affected by the expenditure review.The revised budget was tabled without the presence of any Pakatan Rakyat MP.The fiscal deficit target of 3% of the Gross Domestic Product (GDP) for the year has also been revised to 3.2%.Among the money-saving strategies the prime minister announced in the revision were deferring the 2015 National Service to enable the programme to be reviewed and enhanced and optimising outlays on supplies and services, especially overseas travel, events and functions and use of professional services.Najib said the transfers and grants to statutory bodies, government-linked companies and government trust funds, particularly those with a steady revenue stream and high reserves, would also be reviewed.He said the government would also intensify domestic tourism and postpone the scheduled electricity tariff and petrol price hikes for the industrial sector this year.DAP criticised Najib for his "unilateral" revision of the national budget for 2015 after it had been approved by lawmakers last year, saying it showed his "utter contempt" for Parliament. – January 23, 2015.

Future generation of students will be the biggest losers if there is political interference in the running of the country's oldest university, Universiti Malaya, said its former student leader.Fahmi Zainol, the former president of the UM's student council, said political interference would not only arouse hatred among the students but also affect their morale and motivation to study.He said this today in response to the impending replacement of deputy vice-chancellor (academic and international) Professor Dr Mohd Hamdi Abd Shukor, who reportedly will not be getting an extension on his contract.Another deputy vice-chancellor Professor Datuk Dr Rohana Yusof, who is in charge of student affairs, is also set to be replaced for "being too lenient with students".Putrajaya was said to have refused to renew Hamdi's contract because he allegedly did not support Umno.His three-year contract as vice-chancellor ended on December 31 last year and he is now an ordinary lecturer at UM's Faculty of Engineering."The values and pride of Universiti Malaya is being trampled upon because of human desires which are never satisfied," Fahmi said today."What else is left in Malaysian universities, or specifically Universiti Malaya? If politics mixes with the academic world, everything will be chaotic."Fahmi said future generations of students would be the biggest losers as the quality of knowledge being passed down was insufficient."The quality of lecturers is lessening with talented individuals being expelled from the academic world, just because they have different views about the country's leaders."Fahmi questioned what Putrajaya would do next and would they appoint retired professors and bring them back to the academic world?"Of course they would reappoint individuals who love or excel at flattery. It is sad to read about news like this," he said."The motivation to return to Universiti Malaya to study is gone, and added into the mix is hatred at the political interference in the academic world."Fahmi said he hoped that an opportunity would arise for him to continue his studies elsewhere instead of returning to a place which was now tainted.Fahmi was among eight students, dubbed the UM8, who were punished for organising a talk by opposition leader Datuk Seri Anwar Ibrahim.He and another student leader, Safwan Shamsuddin, received the harshest penalties of a fine and immediate suspension and were unable to sit for their final examinations as a result. The rest were fined RM150 each while one was let off with a warning.Hamdi told The Malaysian Insider that the Education Ministry did not approve the extension of his contract after his name was submitted by UM.Three weeks after he vacated the office, UM has yet to appoint a new deputy vice-chancellor in charge of academic affairs.Meanwhile, Rohana is said to be replaced over recent incidents involving student and academic freedom."UM will get a deputy vice-chancellor in charge of student affairs who is stricter," said a source, noting that under Rohana’s watch, students had forced their way past the campus gates on October 27 last year to carry out a banned talk featuring opposition leader Datuk Seri Anwar Ibrahim.Under Rohana, students had also gathered on campus in November last year to protest the disciplinary action taken against the UM8 who had organised the talk.UM, founded in 1949, has long been a nurturing ground for student leaders, some of whom today are ministers, politicians and leaders in society. But appointments of university heads, or vice-chancellors, are made by the federal government.The source noted that Hamdi had a stellar track record and is ranked among the university's youngest and brightest after being promoted to a full professor in 2010 at the age of 39, while serving as the head of UM's Department of Engineering.Hamdi, who hails from Muar, Johor, is a fellow with the Institution of Mechanical Engineers (United Kingdom) and a chartered engineer registered with the UK Engineering Council."Even though he has an excellent track record, including in administrative matters, and is among the best,his tenure will not be extended," said the source, adding that it was a huge loss for UM."Professor Hamdi's potential is enormous."The source blamed the current vice-chancellor for being too weak and subservient to Umno."There is no room for differences of opinion as being a supporter of Umno is now the main criteria," said the source.UM may also lose Professor Datuk Dr Redhuan Othman if it chooses not to re-hire him once he retires next year.His looming retirement was given as the reason his tenure as Dean for the Faculty of Arts and Science was not extended after his term ended in June last year.Last year, Redhuan was removed as director of Universiti Malaya's Centre for Democracy and Elections (UMcedel) after his research left the ruling parties unhappy."It is unfortunate if this happens because Redhuan has proven he is an excellent professor, including producing the most number of PhD graduates in the last convocation."Given UM's trend of hiring retired professors, as well as the fact that his services are needed, this issue may not arise."Besides, all the deans and many professors who were recently retired have continued working for the university," said the source.UM had recently reappointed the director of the Research Centre for Malay Excellence, Professor Datuk Dr Yaacob Harun, following his retirement.The director of UM's Centre for Continuing Education (UMCCed) Profesor Datuk Dr Mansor Mat Isa was also reappointed despite having retired.UM has been plagued with problems since the Education Ministry announced the appointment of Professor Datuk Dr Mohd Amin Jalaludin as the new vice-chancellor of UM.He was seen as having failed to stand up for his staff when associate professor Dr Azmi Sharom was charged with sedition last year over his comments on the Perak constitutional crisis. – January 23, 2015.

เกมวัดดวง เป็นรายการเกมโชว์ที่ผลิตโดย บริษัท จีเอ็มเอ็ม ทีวี จำกัด(เครือจีเอ็มเอ็ม แกรมมี่) โดยมีเนื้อหาคือ เป็นเกมการแข่งขันที่นำเอาโชคชะตาของผู้เข้าแข่งขันมาทำเป็นเกม ซึ่งทางรายการจะหาผู้ที่ดวงดีที่สุด จากผู้เข้าแข่งทั้งหมดในสัปดาห์นั้น ลักษณะเกมนั้นจะเป็นการทำกิจกรรมต่างๆ ซึ่งมีการเปลี่ยนแปลงทุกสัปดาห์ ในแต่ละรอบ ทางรายการจะกำหนดกติกาเอาไว้ ซึ่งจะเป็นสิ่งที่กำหนดว่าผู้เข้าแข่งขันแต่ละคนจะ เข้ารอบ หรือ ตกรอบ โดยกติกาเหล่านี้จะไม่ตัดสินผู้เข้าแข่งขันด้วยความสามารถส่วนตัวใดๆ เลย จะขึ้นอยู่กับ ดวง เพียงอย่างเดียวเท่านั้น และจะใช้หลักความน่าจะเป็น โดยมีคำขวัญว่า “คุณไม่ต้องพกอะไรนอกจากดวงเพียงอย่างเดียว”

เกมวัดดวง ในระยะแรกออกอากาศทุกวันจันทร์ เวลา 23.05 – 23.55 น. ต่อมาย้ายวันและเวลาออกอากาศเป็น วันเสาร์ เวลา 12.55 – 13.50 น. ทางสถานีวิทยุโทรทัศน์กองทัพบกช่อง 5 ออกอากาศครั้งแรกในวันที่ 6 พฤษภาคม พ.ศ. 2545 ดำเนินรายการโดย ดีเจไก่ สมพล ปิยะพงศ์สิริ, ดีเจโจ้ อัครพล ธนะวิทวิลาศ และในปีพ.ศ. 2552 ได้เพิ่ม อ้อม พิยดา อัครเศรณีเข้ามาเป็นพิธีกร แต่ในปัจจุบัน ดำเนินรายการโดย น้าเน็ค เกตุเสพสวัสดิ์ ปาลกะวงศ์ ณ อยุธยา เพียงผู้เดียว

สืบเนื่องจากการปรับผังรายการของสถานีวิทยุโทรทัศน์กองทัพบกช่อง 5 ประจำปีพ.ศ. 2554[1] ทำให้รายการ เกมวัดดวง ต้องยุติการออกอากาศลง หลังจากออกอากาศมายาวนานกว่า 8 ปี โดยเทปสุดท้ายของรายการ ออกอากาศในวันเสาร์ที่ 25 ธันวาคม พ.ศ. 2553

แต่อย่างไรก็ตาม รายการ เกมวัดดวง ได้เพิ่มเวลาออกอากาศจากทางสถานีเดียวกันในวันหยุดนักขัตฤกษ์ โดยใช้ชื่อรายการว่า “เกมวัดดวง ฮอลิเดย์”

 

ลักษณะรายการเกมวัดดวง

เกมวัดดวง แต่ละตอนจะค้นหาผู้เข้าแข่งขันที่ดวงดีที่สุดในเกม โดยคัดผู้เข้าแข่งขันที่ดวงไม่ดีให้ตกรอบไปทีละคน นั่นคือ จะแข่งขันกันด้วย ดวง เพียงอย่างเดียว โดยที่ผู้เข้าแข่งขันที่เข้ามาเล่นนั้นไม่จำเป็นต้องใช้ความสามารถใดๆ เลยในการเล่นเกมนี้ และเป็นเกมแนวตลกขบขัน สถานที่และกติกาในการแข่งขันเกมวัดดวงจะเปลี่ยนไปทุกสัปดาห์

ในแต่ละตอน ผู้เข้าแข่งขันประมาณ 40 ถึง 50 คน จะมาทำกิจกรรมและเล่นเกมโดยมีกติกากำหนดไว้ ผู้เข้าแข่งขันอาจจะรู้กติกาเหล่านี้ล่วงหน้าหรือไม่ก็ได้ ขึ้นอยู่กับกติกาในแต่ละรอบ ผู้เข้าแข่งขันจะถูกตัดสินให้ เข้ารอบ หรือ ตกรอบ ด้วยกติกาเหล่านี้ นอกจากนี้ ในระหว่างการเล่นเกมหรือก่อนเล่นเกม อาจมี กติกาทีเผลอ ซ่อนเอาไว้อีกด้วย (กติกาทีเผลอเริ่มใช้ตั้งแต่ปี พ.ศ. 2546)

 

 

ที่มาและการทำงาน

น้าเน็คได้กล่าวไว้ว่า ชื่อรายการเกมวัดดวงนั้น มีที่มาจากการดำเนินชีวิตทั่วไปของมนุษย์ แต่ละคนจะพบเรื่องที่ดีหรือไม่ดีนั้นขึ้นอยู่กับดวงของแต่ละคน นอกจากนี้ ประเทศไทยยังผูกพันกับความเชื่อเรื่องดวงอย่างมาก ตั้งแต่การนำนักโหราศาสตร์มาทำนายดวงประเทศ จนถึงการทำนายดวงส่วนบุคคล จนกระทั่งทีมงานคนหนึ่งไปพบแม่ค้าขายสลากกินแบ่งคนหนึ่ง กำลังเรียกลูกค้าด้วยประโยคที่ว่า “เอาวัดดวงไหมคะหนู” ทีมงานและน้าเน็คจึงได้นำความเชื่อเรื่องดวงดังกล่าวมาทำเป็นเกมโชว์ ใน Outro ของแต่ละช่วงของรายการและกราฟิกเริ่มเบรกของรายการจะสังเกตได้ว่า พฤติกรรมต่างๆ ล้วนมาจากดวงดี หรือไม่ดี เช่น ดวง…จะถึงฆาต หมายถึง ดวงที่ไม่ดีของคนที่มีชีวิต ก็จะถูกพิฆาตจากสิ่งที่ไม่ดี หรืออาจจะถึงขั้นฆ่าตัวตายเลยก็ได้/ดวง…ได้รับใช้ชาติ หมายถึง ดวงของทหารที่ดี ก็จะได้เป็นทหารรับใช้ชาติอีกด้วย/ดวงตก…ตกงาน หมายถึง คนที่ดวงไม่ดี ย่อมอาจเสี่ยงต่อการตกงานจนต้องลาออกจากการทำงาน โดยคำดังกล่าวพบได้ในกราฟิกเริ่มเบรกของรายการและก่อนเข้าสู่โฆษณาด้วย แต่ยกเลิกในปี 2550

ในการทำงานของเกมวัดดวงนั้น ทีมงานจะกำกับผู้เข้าแข่งขันให้ทำกิจกรรมต่างๆ ตามเกม โดยให้ผู้เข้าแข่งขันมุ่งไปที่เกมโดยตรง แต่จุดมุ่งหมายของเกมคือการทำให้เกิดเสียงหัวเราะมากที่สุด น้าเน็คกล่าวว่า ต้องการให้เกมนี้เป็นเกมที่ กวนประสาท มากที่สุด และเป็นงานพิธีกรที่สนุกที่สุดอีกด้วย

X-Rays may reveal ancient secrets in charred scrolls of Pompeii

Until now scholars had thought it impossible to peer inside the so-called Herculaneum scrolls, which were carbonized by hot gases from Mount Vesuvius almost 2,000 years ago, without destroying them.Unrolled scrolls, which are made of papyrus and can measure 50 feet long, would almost certainly disintegrate if opened.The method "is a huge breakthrough," says Brigham Young University classics scholar Roger Macfarlane of Brigham Young University, who has applied high-tech imaging techniques to fragments of scroll. "If they could get 20 percent, 30 percent of content, that would be fantastic."Two millennia ago, Herculaneum was a swanky resort town surrounded by lavish estates. All its glories were entombed in an instant after Vesuvius erupted in 79 AD, unleashing a lethal cloud of superheated gas and ash that vaporized every human in the town.The 600-degree blast also incinerated a collection of perhaps thousands of scrolls in the grand "Villa of the Papyri." When explorers found the library in the 1700s, some scrolls were so unrecognizable – resembling "charcoal briquettes," Macfarlane says – that they were discarded or burned as fuel.Since then, researchers have devised a variety of methods to extract the secrets of the papyri. Some were hacked apart, some painted with a gluey mixture in a method that led them to explode into thousands of fragments.Such techniques, though destructive, have allowed scholars a peek into some of the scrolls, where they've found works by a philosopher-poet named Philodemus. But hundreds, if not thousands, of full scrolls and bits of scroll remained impenetrable.Now a team led by physicist Vito Mocella of the Institute for Microelectronics and Microsystems of Italy's National Research Council has read letters inside an unrolled scroll. The researchers created a special cradle for a scroll and inserted it into a huge apparatus that shot beams of X-rays at it, they report in this week's edition of Nature Communications.Changes in the x-rays that travel through the scroll distinguish between plain papyrus and inked letters, which are slightly higher than the surface of the scroll itself.The painstaking analysis required to translate x-rays to letters does not allow the scroll to be read straight off. But it did reveal a number of Greek letters – Greek was the language of philosophy at the time, Mocella says – swimming atop the wrinkled, blackened papyrus.The style of handwriting shows the scroll was written between roughly 25 to 50 BCE. That may mean that the scroll is another writing by Philodemus, whose works dominate other Villa of the Papyri scrolls from the same time frame.Macfarlane thinks some of the unread scrolls could contain Latin works rather than just more Greek. In any case, Mocella says, the scrolls are "a very important source of information. Hardly any of these books are known to us."The technique may hasten further excavation at the Villa of the Papyri, where many scrolls are likely still buried, says computer scientist Brent Seales of the University of Kentucky. The method may also be useful for reading other documents such as extremely fragile Dead Sea Scrolls, Seales says.He's working on a computerized method to stitch together the isolated letters and words recovered by Mocella's scans into a coherent text. Sometime next year, he says, he hopes to provide a full text that would shed more light on the author and content of the scroll.The technique for reading inside the ancient scroll is tedious, Seales allows. PM: Laporan MH17 siap pertengahan 2015

Laporan akhir berhubung tragedi pesawat Malaysia Airlines (MAS) Penerbangan MH17 dijangka siap selepas pertengahan tahun ini, kata Datuk Seri Najib Tun Razak.
    
Perdana Menteri yang sedang mengetuai delegasi Malaysia ke Forum Ekonomi Dunia (WEF) ke-45 di Davos, Switzerland berkata, perkara itu dimaklumkan oleh rakan sejawatnya, Perdana Menteri Belanda Mark Rutte pada sesi pertemuan dua hala Khamis.
    
Beliau berkata, laporan itu sedang disiapkan oleh jawatankuasa bebas yang ditubuhkan khas untuk menyiasat tragedi itu yang diketuai Belanda.
    
"Beliau (Rutte) telah berjanji supaya sebelum laporan itu diumumkan, akan maklumkan kepada saya, apa dia rumusan dan dapatan daripada laporan tersebut.
    
"Sekali lagi, Perdana Menteri Belanda mengulangi bahawa tragedi MH17 ini telah membawa kedua-dua negara kita lebih rapat lagi dari segi hubungan," kata Najib yang juga Menteri Kewangan kepada pemberita Malaysia di Davos Khamis.

Pada 17 Julai lepas, pesawat MH17, yang berlepas dari Amsterdam ke Kuala Lumpur terhempas di Donetsk, Ukraine berdekatan sempadan Rusia.
    
Pesawat Boeing 777-200 yang membawa 298 orang termasuk 283 penumpang dan 15 anak kapal itu, dipercayai ditembak jatuh tetapi belum ada pihak yang mengaku bertanggungjawab terhadap tragedi itu sehingga sekarang.
    
Selain rakyat Malaysia, penumpang pesawat itu terdiri warga Belanda, Australia, United Kingdom, Jerman, Belgium, Kanada, New Zealand, Indonesia dan Filipina.
    
Najib berkata pertemuan kira-kira 20 minit itu turut membincangkan tentang minat Belanda dalam minyak sawit dan kayu balak.
