Menteri dakwa ada bukti pembalakan haram


Menteri di Jabatan Perdana Menteri Datuk Seri Shahidan Kassim mendakwa mempunyai bukti kukuh berhubung kegiatan pembalakan dan penerokaan tanah secara haram di Gua Musang, iaitu antara penyebab banjir besar melanda Kelantan, baru-baru ini.
    
Beliau mendakwa penerokaan haram itu membabitkan kawasan hitam yang tidak terusik sejak zaman darurat tetapi diteroka pihak tertentu sejak sekian lama.
    
"Saya mempunyai bukti kukuh mereka ini diberi Lesen Pendudukan Sementara untuk meneroka tetapi meneroka sehingga melampaui kawasan yang diberi kebenaran. Saya juga ada maklumat siapa yang melakukan kerja-kerja ini.
    
"Mereka ini antaranya tauke-tauke besar dari negara jiran. Saya harap ada undang-undang untuk mengheret mereka ke muka pengadilan," kata Shahidan kepada pemberita selepas mempengerusikan mesyuarat pasca banjir bersama agensi-agensi
kerajaan negeri di Kangar, hari ini.
    
Beliau mencadangkan setiap jalan masuk ke kawasan hutan dipasang besi penghalang dan penceroboh ditangkap serta dikenakan tindakan sewajarnya manakala pembalak disyaratkan menanam tiga batang pokok bagi setiap batang balak yang ditebang.

Shahidan berkata pihaknya juga telah mengadakan perbincangan untuk melantik Orang Asli sebagai Renjer sukarela.
    
"Tindakan ini mungkin dapat mengawal pencerobohan kerana bilangan yang meneroka secara haram adalah ramai dan telah lama berlaku namun tiada tindakan diambil terhadap mereka," katanya.
    
Beliau  berkata kerajaan pusat telah membincangkan dengan kerajaan Kelantan isu pembalakan dan penerokaan tanah secara haram ke arah meredakan masalah banjir di negeri tersebut.
    
Mengenai banjir di Perlis, Shahidan berkata taksiran awal kerugian petani membabitkan sawah padi seluas 2,335 hektar adalah kira-kira RM2 juta dan telah dihantar kepada kementerian berkenaan untuk mendapatkan bantuan.
    
"Saya berpuas hati dengan perkhidmatan agensi-agensi kerajaan, badan-badan bukan kerajaan dan kira-kira 1,000 orang sukarelawan di Perlis membantu 445 keluarga mangsa banjir bulan lepas namun persediaan harus dibuat untuk meningkatkan keupayaan mengendalikan sehingga 20,000 mangsa banjir," katanya.

This is my family land which has been handed down to me by previous generations," said a Kampung Baru resident who only wanted to be known as Liza."If I were to move, where would I go? This is my home village, it is where I grew up," the 63-year-old told The Malaysian Insider.Liza is a third-generation resident who grew up in Kampung Melayu Atas, which is located along Jalan Raja Muda Aziz, one of seven small villages that make up the greater Kampung Baru.Living with her four children, Liza is adamant that she will not sign any agreement although she has been offered lucrative figures to sell her land."I will not sell this land, it is a promise to my forefathers that I would not sell the land," she said."This trust was given to me and I have to uphold it," she said as she questioned the reason for developing Kampung Baru."Why do they want to develop one of the last Malay villages in the heart of Kuala Lumpur? What are their true intentions?"Kampung Baru was established 110 years ago and is administered by the Malay Agricultural Settlement Administration Board, which is responsible for the welfare and interests of landowners in the settlement.In 2011, the government approved the Kampung Baru Development Body 2011, a piece of legislation to govern the redevelopment of the Malay community.In September last year, the Kampung Baru Development Corporation (KBDC) said it had received positive response from 88% of landowners who had agreed to plans to develop the area.In September, KBDC had also tabled a draft of the Kampung Baru development master plan to the villagers.KBDC chairman Datuk Astaman Abdul Aziz was reported as saying that the master plan would be included in the Draft KL City Plan 2020, and with 88% of villagers agreeing to the plan, the redevelopment would begin soon.

He said KBDC had not explained the terms of compensation to landowners and the type of development to be carried out."We are unclear about these issues, how the compensation will be paid has also not been explained. The type of development to be carried out in Kampung Baru is also vague."Yusop, who grew up in Kampung Baru, also pointed out that there were several issues which landowners were in the dark about."The issue of relocation, if we were to sell our land, where would we be relocated to? What about the future of Malays here, who will take care of us?"Yusop's neighbour, Sutiah Ahmad, 86, who was among the earliest settlers in Kampung Baru, also expressed her reluctance to sell the land which she had been living on since she was a child."If I were to sell my house, where would I live? Dari Temerloh ke Thailand jejak pejuang kiri


Perjalanan setahun empat bulan bukanlah tempoh yang singkat dilalui oleh pasukan Tentera Pembebasan Nasional Malaya (TPNM) Rejimen ke-10 Parti Komunis Malaya (PKM).
Mereka berjalan kaki dari Temerloh hingga ke Selatan Thailand dengan menempuh hutan belantara dan bedilan askar penjajah demi perjuangan untuk menuntut kemerdekaan Malaya.
Tempoh perjalanan itu dinyatakan sendiri oleh beberapa orang bekas anggota TPNM Rejimen Ke-10 yang ditemui penulis. Dan mereka masing-masing konsisten mengenai tempoh tersebut.

Sebelum pergi jauh, penulis penulis berharap agar setiap pembaca melihat karangan ini dari sudut ilmiah.
Ataupun lihatlah sebagai perjalanan seorang penulis yang mencari sejarah realiti kemerdekaan negaranya yang mungkin selama ini tidak diketahuinya.
Bagi rakyat negeri Pahang terutamanya anak jatinya, kisah perang Bahaman melawan penjajah British bukanlah dongengan sebaliknya realiti penentangan awal golongan pembesar Melayu tradisional yang jelas menggerunkan askar penjajah.
Pernahkah terlintas di fikiran kita di manakah penghargaan yang diberi generasi merdeka ini terhadap pejuang-pejuang awal yang mahu membebaskan Tanah Melayu daripada cengkaman penjajah?
Persoalan pokoknya adalah siapa yang menentang penjajah dan siapa pula yang menurut perintah penjajah.
Perjalanan Temerloh-Thailand penulis bersama rakan-rakan menggunakan kenderaan pacuan empat roda melalui jalan yang diturap elok, mengambil masa enam jam serta dua jam pula untuk ke Kampung Chulaborn Patana 12.
Jika dibandingkan dengan apa yang dilalui oleh tentera rejimen itu sudah tentu bezanya antara langit dan bumi.
Tentera PKM ganas?
Banyak pihak mengatakan mereka (tentera PKM) ganas dan menakutkan, tetapi dua orang wakil penduduk yang menyambut kami di Golok tampil berbeza dengan menghulur salam dan memeluk gembira.
Mereka gembira kerana dapat bertemu dengan rakyat Malaya (kini Malaysia) yang merupakan tempat tumpah darah mereka.
Setibanya di kampung itu, penulis terpegun dengan keadaan kampung yang nyaman di pinggir bukit dikelilingi dengan kehijauan sambil kedengaran bunyi air sungai di belakang tempat penginapan sudah tentu memikat mata dan hati pencinta alam sekitar.


Kenderaan dinaiki kami terus dibawa ke rumah bekas pemimpin utama Rejimen ke-10 iaitu Pengerusi PKM, Abdullah Che Dat atau lebih dikenali dengan nama Abdullah CD yang berasal dari Perak. Beliau yang sudah berumur sekitar 95 tahun menyambut kami dengan baik, namun percakapannya sudah kurang lancar atas faktor umur dan kesan akibat pernah diracun musuh ketika dalam perang.
Selepas selesai beramah mesra dengan Abdullah CD dan penduduk lain yang juga hadir sama, kami dibawa ke rumah penginapan dan kemudiannya dibawa ke tempat makan kerana hari sudah menjengah malam. Menu makanan kampung menjadi hidangan malam, sudah tentu sepinggan nasi tidak mencukupi!
Untuk maklumat, kampung ini terdiri selepas Perjanjian Haadyai 1989 dan pihak kerajaan Thailand yang terlibat dalam perjanjian antara kerajaan Malaysia dan PKM itu menunaikan janji yang termaktub dalam perjanjian tersebut dengan membangunkan kampung untuk bekas perajurit PKM membina hidup baru. Mereka diberi sebuah tapak rumah dan sebidang tanah untuk diusahakan.
Pada malam harinya, penulis bersama rakan-rakan dihidangkan dengan kisah beberapa orang tentera Rejimen ke-10 yang sukarela datang ke bilik berbual dan berkongsi pengalaman mereka ketika bertempur dengan askar penjajah.
Salah seorangnya adalah Pak Hatta yang berasal dari kampung Paya Dalam, Temerloh yang menyertai Tentera Pembebasan Nasional Malaya (TPNM) Rejimen ke-10 pada usia belasan tahun.
Isteri ditembak penjajah
Beliau menceritakan dengan sebak tentang kisahnya yang menyaksikan sendiri isterinya ditembak mati oleh askar penjajah di depan mata dan beliau sendiri ditembak tiga das ketika itu. Namun beliau sempat berundur untuk menyelamatkan diri.
Tidak sempat habis mendengar kisah Pak Hatta, penulis telah hanyut ke alam lain kerana terlalu penat ditambah perut yang kekenyangan dan cuaca yang nyaman.
Pada keesokan harinya, Pak Akob atau nama sebenarnya Yaakob Ibrahim, 52, yang berasal dari Kelantan membawa penulis bersama rakan-rakan ke tapak kem yang pernah diduduki tentera Rejimen ke-10 di atas bukit yang tidak jauh dari kampong Chulaborn Patana 12.

Perjalanan untuk kem tersebut perlu melalui sebatang anak sungai yang jernih dan sejuk serta dikelilingi hutan menghijau, sudah tentu tidak tergambar bagaimana kawasan ini pernah menjadi lokasi pertempuran antara TPNM Rejimen ke-10 dengan askar penjajah.
Kem yang ditinggalkan puluhan tahun itu masih tersemat sejarah perjuangan golongan kiri ini. Terdapat terowong bawah tanah sepanjang kurang lebih 300 meter yang digali oleh anggota Rejimen Ke-10 yang dimaklumkan oleh Pak Akob ia memakan masa selama lima tahun untuk disiapkan dengan hanya menggunakan cangkul dan penggali.
Tidak dapat dibayangkan begitu tinggi semangat mereka melawan penjajah hingga sanggup membina terowong dengan alatan yang terhad serta bersandarkan dengan kudrat tubuh hampir 100 peratus, generasi kini seperti mustahil mampu melakukannya!
Selain itu, di puncak bukit itu, terdapat juga sebuah tugu yang dibina mereka untuk memperingati kesatria pejuang kemerdekaan yang gugur dalam perjuangan. Konsep binaannya dilihat bermotifkan Islam kerana berbentuk kubah dengan bintang dan bulan di atasnya.
Air sungai yang sejuk dan jernih di kaki bukit tidak dapat menahan keinginan penulis dan rakan-rakan untuk membasahkan diri dahulu sebelum pulang ke kampung semula. Terasa segar dan nyaman apabila badan dibasahi dengan air yang tidak tercemar oleh arus pembangunan. Tiba-tiba penulis rasa rindu untuk ke sana lagi!

Sekembali ke kampung, pada petang itu hanya aktiviti bebas dilakukan dan penulis hanya tidur merehatkan diri yang penat berjalan di bekas kem serta mandi sungai. Sebelah malamnya, selepas selesai Isyak, aktiviti malam dihiasi dengan tayangan video dokumentari sejarah pergerakan Rejimen Ke-10 dengan skrin besar di dewan yang berdekatan dengan rumah tamu.
Dalam video dokumentari itu, kita akan dapat melihat susuk muda penduduk kampung ini yang suatu masa dahulu memilih perjuangan mengangkat senjata untuk memerdekakan Malaya. Mereka menyanyi, berkawad, melakukan aktiviti seni dan menyambut hari raya korban di dalam hutan, sudah tentu suatu yang tidak pernah kita gambarkan.

Keesokan hari adalah hari untuk perpisahan. Selepas selesai sarapan dan mengemas barang, kami menuju ke rumah sejarah almarhum Abu Samah Kassim yang berasal dari Temerloh untuk bertemu dengan isterinya, Norkiah Mahmud Baginda yang sudah menjangkau lebih 90 tahun umurnya yang juga berasal dari Pahang. Pipinya dibasahi air mata ketika dikatakan kami datang dari negeri kelahirannya.
Nama Abu Samah Kassim bukanlah nama yang asing bagi yang mengikuti sejarah perjuangan kemerdekaan golongan kiri. Beliau juga dikatakan pernah menjawat jawatan ketua Umno cawangan Temerloh dan bergerak aktif dalam Pertubuhan Kebangsaan Melayu Malaya (PKMM).
Terus terang penulis tidak dapat menerima sifat bangsa ini yang seolah menghukum pejuang kemerdekaan apabila melihat keadaan nenek Norkiah tanpa ada sebarang penghargaan daripada generasi merdeka yang kini hidup selesa.
Selepas selesai bertanya khabar dan bersembang dengan nenek Norkiah, kami ke rumah Abdullah CD pula yang berada di sebelah rumah almarhum Abu Samah Kassim sahaja. Digunakan waktu itu untuk berbual dan merakam gambar dengannya serta penduduk lain, setelah selesai terus kami berangkat pulang dengan hati yang puas.
Sejarah yang bermain di minda kami kini bukan lagi kisah sejarah yang tertera dalam buku sejarah sekolah mahu pun universiti, tetapi sejarah yang jauh lebih besar dari itu.
Mengembaralah untuk mengenal sejarah bangsa dan perjuangan golongan terdahulu, agar jati diri bangsa yang sebenar wujud di dalam diri kita.

Is Malaysia Southeast Asia’s biggest sovereign debt risk?


The cost of insuring Malaysian sovereign debt has risen the most this year compared with that of its Southeast Asian peers as state investor 1MDB's financing woes grew and concerns deepened about the prospects for the net oil exporter's petroleum revenues.Malaysia's five-year credit default swaps, which investors use to hedge against risks of debt default, have jumped some 40 basis points (bps) in the first two weeks of 2015 to 142/148 bps. That compares with the performance of Malaysia's nearest peer Thailand, whose CDS have risen 10 bps, and Indonesian CDS, which have gained 14 bps.While global rating agency S&P says 1MDB's failure to meet a loan obligation has little impact on the company's bonds, investors are worried about the wider implications for the country's sovereign rating. About 45% of Malaysian sovereign debt is owned by foreigners."Onshore participants are sceptical of the name, but they feel it is too strategically important and will be bailed out," said a Singapore-based credit trader, referring to the indebted and loss-making 1MDB. "You will upset lot of people including (Malaysia's) strategic partners in the Middle East if a default happens."The concerns first emerged when oil prices started to slide, a downdraft that has taken them to their lowest levels since April 2009. Penang police on lookout for more suspects in Myanmar murders

We will use all our resources to find and arrest them," he said at the state police headquarters in George Town today.Rahim said police were having difficulty tracking them down as the suspects did not have any official records in the country.“They can easily change their names and they also have no families here," Rahim said.“But we will search on until we get them," he added, without providing further details.Police had in November launched Ops Kelar – an operation specifically to probe into the murders involving foreigners and Myanmar nationals whose bodies were chopped up and body parts dumped at various locations in the state.Rahim however was tight-lipped on the motives of the murders, saying that it stemmed from personal feuds that originated from Myanmar.He urged Malaysians not to panic, saying that the security and safety of locals are not under threat.Early last month, Penang police picked up 20 suspects in their 20s and 40s, including two men in Rawang, in connection with the cases.A house in Kampung Pisang, Machang Bubok, where two of the suspects stayed, was allegedly used as a slaughterhouse.Eight suspects were released on bail in early December and another one released this month.Of the remaining 11, nine are now being investigated under Section 302 of the Penal Code for murder while two others under Section 6 of the Immigration Act for illegal entry, he said.Rahim added that police are closing in on a second cell of Myanmar murderers in Penang whose members have also gone into hiding, with the help of relevant government agencies.On another matter, Rahim said the state police and federal Narcotics Investigations Department busted a drugs manufacturing syndicate operating in the northern region with the arrests of six people in Penang and Sungai Petani in Kedah last Saturday.The case is being investigated under Section 39B(1) of the Dangerous Drugs Act 1952 for trafficking in dangerous drugs which carries the mandatory death sentence upon conviction.He said the total drugs seized amounted to RM500,000 in value.“The syndicate was supplying in the northern states and did not seem to be linked to any other drug syndicates," he said.He said police acted on a tip-off and began an operation in Jelutong, George Town, at about 1.30pm in which two men were arrested and 16 packets of heroin weighing 6,474g were seized.The arrests led the police to raid a house in Sungai Petani where an illegal drugs processing laboratory was found, he said.Police seized chemical items, processing equipment, 259g of heroin and 23.8kg of caffeine, and arrested a man and a woman, aged 48 and 38 respectively, at the site, he said.This then led to a raid on another laboratory at a house in Faraday Road in Gelugor, Penang, in which two more men were arrested, he added.Police found a loaded semi-automatic gun and a box of bullets, with 18.7 kg of caffeine, chemical materials, equipment, 860 gm of heroine base and 460g of heroin here, Rahim said.All the suspects are being held in remand until January 17, he added. – January 12, 2015.

The Inspector-General of Police Tan Sri Khalid Abu Bakar should state whether police were right or wrong in linking alleged gambling kingpin Paul Phua to the 14K triad because the credibility of the police force is at stake, says Puchong MP Gobind Singh Deo. – The Malaysian Insider pic, January 11, 2015.The nation's top cop should state whether police were right or wrong in linking alleged gambling kingpin Paul Phua Wei Seng to the 14K triad, an opposition lawmaker said.Puchong MP Gobind Singh Deo said it was not enough for Inspector-General of Police Tan Sri Khalid Abu Bakar to ask the public to interpret for themselves."Khalid should brave himself up and openly state whether Umno lawyer Tan Sri Muhammad Shafee Abdullah is right in saying that the police was wrong to link Paul Phua to the 14K triad."It is not enough for him to ask people to interpret his statements. That will only make things worse," Gobind said in a statement today."The credibility of the police force is at stake not only in Malaysia but internationally. There is no point dropping hints."Gobind said Shafee had no business speaking for the police force or the government."Shafee may speak on behalf of his client, but it must be Khalid who speaks up for the police force."Khalid had previously told news portal Malaysiakini that he would not comment on Phua's case as it would jeopardise the court proceedings in the United States."With all due respect, that is ludicrous. All we are asking him to do is to state the position of the police insofar as Phua and the 14K triad are concerned."Gobind said this did not affect the case in the United States.Furthermore, he said, since Shafee has publicly commented on the issue, speaking on Phua's behalf and accusing the police of making "a very big mistake", Khalid cannot just remain silent."He must respond. Did the police make a big mistake or not?"If the police did, then own up to it. If they did not, Khalid should defend his force."He must strike back and tell both Shafee and Home Minister Datuk Seri Ahmad Zahid Hamidi that they are wrong," Gobind said.Phua was arrested in Las Vegas in June during the FIFA World Cup 2014 for illegal betting.The issue made the headlines when the South China Morning Post reported that Zahid had written a letter to the FBI vouching for Phua.Zahid's letter contradicted intelligence work on Phua, whom police have found to be involved in triad activities.Phua is now facing illegal sports betting charges in Las Vegas, Nevada.In the letter, Zahid had not only cleared Phua, but said he had helped the government in national security projects.Zahid has been condemned by many quarters for acting unilaterally and for abusing his office.The issue became serious enough for Putrajaya to order Phua's lawyers to retract Zahid's letter from the Nevada District Court where it was tendered as part of Phua's defence.The allegation that Phua was a member of the Hong Kong 14K triad was based on an FBI internal document previously submitted to the court, according to the police.Malaysian police are reported to have informed the FBI’s representative in Kuala Lumpur of Phua's ties with the criminal organisation.“The RMP has identified the 14K triad as a local, organised crime syndicate involved in illegal drugs, illegal gambling and money laundering activities in Malaysia," stated the internal FBI document, dated July 17, 2008.However, Zahid refuted these allegations in his letter when he said Phua was neither a member of the triad, nor was he associated with it in Malaysia, and that the triad did not exist in Malaysia.Indirectly, Khalid had appeared to be defending police findings concerning Phua.While he said that the 14K triad did not exist in Malaysia, he told news portal Malaysiakini that "there are Malaysians abroad who are known to be members of the triad.""How people wish to interpret this statement (above) is up to them," Khalid had said, according to Malaysiakini. – January 11, 2015.

MACC sets up committee to oversee flood fund management – Bernama


The Malaysian Anti-Corruption Commission (MACC) has set up a Flood Fund Management Integrity Committee to ensure the management of flood funds by the government and non-govermental organisations is transparent and free from fraud.MACC chief commissioner Tan Sri Abu Kassim Mohamed (pic) said the committee would begin operations tomorrow to investigate all complaints and information on misconduct in the management of flood funds.He said the committee was headed by MACC deputy chief commissioner (prevention) Datuk Mustafar Ali."Others in the committee are members of the National Security Council (NSC) and National Audit Department," he told a media conference in Kuala Lumpur today.Earlier, the MACC, NSC and the Audit Department signed a memorandum of understanding.Present were NSC secretary Datuk Mohamed Thajudeen Abdul Wahab and deputy auditor-general, Datuk Anwari Suri.Abu Kassim said the committee would also look at improving integrity in aid delivery and management system for flood victims. He said an operations room had been set up at the MACC office in Kelantan to serve as a special team to investigate all complaints of abuse.Members of the public can contact the operations room via 019-2849134, 019-2849234 or 019-2849389. "A complaint on assistance not reaching the desired place or money being siphoned by certain parties will be investigated under the Prevention of Corruption Act.   "Cases of falsifying documents to obtain aid will be investigated under the Penal Code," said Abu Kassim. – Bernama, January 12, 2015.
